Job Duties

The Virginia Department of Transportation (VDOT) is excited to offer and announce an opportunity to serve as a Senior Program Analyst in our Central Office Fiscal Division. This position is located in Richmond, Virginia.

Do you thrive on organization, planning, as well as clear and concise writing? Join the Fiscal Division at VDOT to develop and update the VDOT Fiscal guidance documents. This position is where your accounting knowledge and experience will meet to utilize your exceptional organizational and writing skills. You will collaborate with a variety of Fiscal managers and business processes to create, implement, and complete project goals.
 

The selected candidate will be responsible for the development, maintenance, and dissemination of written Fiscal policies and procedures that are in compliance with Generally Accepted Accounting Principles (GAAP), the Commonwealth of Virginia Accounting Policies and Procedures (CAPP), state and federal regulations for the proper administration of fiscal accounting and reporting.

 

Position-specific responsibilities and duties include but are not limited to:
 

Policy Development and Maintenance
 

  • Write, edit, and maintain Fiscal policies and procedures.
     
  • Ensure timely development and review of guidance materials.
     

Leadership, Coordination and Project Management
 

  • Demonstrate leadership and initiative in project management.
     
  • Represent agency interests professionally.
     
  • Manage policy and procedure projects through all phases.
     
  • Coordinate with business owners and IT staff on changes
     

Research and Analysis
 

  • Develop project plans with clear objectives and deliverables.
     
  • Conduct thorough research and analysis for sound recommendations.
     

Documentation and Reporting
 

  • Document issues with supporting data and concise recommendations.
     
  • Prepare detailed and organized reports and presentations.
     

Collaboration and Consensus-Building
 

  • Facilitate consensus-building and collaborate with teams.
     
  • Work with Fiscal Compliance staff to enhance financial controls.
     

Data Collection and Stakeholder Engagement
 

  • Lead data collection and analysis to assess impacts.
     
  • Seek stakeholder input for policy updates.
     

Forms and Review Processes
 

  • Create and lead review processes for procedural forms.
     
  • Release notifications and coordinate publication on the Intranet.
     

Policy Design and Best Practices
 

  • Evaluate options for policy and process changes.
     
  • Develop best practice solutions based on findings.

Communication and Technical Writing
 

  • Draft procedural documents that meet agency standards.
     
  • Utilize advanced writing techniques for clarity and readability.
     

Archiving and Documentation Management
 

  • Maintain organized files and archive project materials.
     

 

Minimum Qualifications

  • Ability to communicate effectively orally and in writing with diverse audiences.
     
  • Effective presentation skills.
     
  • Skill in the use of computers and software applications.
     
  • Technical skills in assigned program areas.
     
  • Knowledge of management principles.
     
  • Experience in business and project management.
     
  • Experience in program evaluation, development and implementation.
